Because family detention of this sort is such a new issue, there are next to no guidelines for official protocol. The Flores Settlement from 1997 dictates procedural standards for treatment of unaccompanied minors. It is the standards laid out in this case that lawyers working on the T Don Hutto case have used to argue its illegality.
